Add a limit to the number of questions a same IP can ask

It would be very useful to be able to set a limit to the number of questions a same IP can use per hour or per day, so we avoid reaching our monthly limits too fast. Maybe there's already some sort of limitation, how can we avoid the bot to be spammed and our credits burn up?
